You might try FreeCAD - it looks like you can do what you want to by loading an image and drawing round it. The learning curve is steep so it might take a bit of time to get where you want to be.

Gents,

Can I just say a vert big thank you for all of the ideas and advice given re the preparation of CAD drawings from small three views. Having investigated all the options and concluding that I did not have sufficient spare time to upscale my own very limited CAD skills I have found someone through the LMA who is proficient in Solidworks and is currently starting work on my Somers Kendall SK1 model.

I will provide more info on the progress of the Somers Kendall SK1 CAD work and design progress on the Forum under the SK1 Topic.
